On the remote to open it you need to press the blue button on it.

To fix a 1999 Ford Explorer with a rear lift gate that will not open, first check to make sure the lock is not damaged or broken. Then, access the inside of the lift gate by entering the vehicle. There are two screws on the inside of the tail gate, where the hatchback goes down. Remove those two screws and gently pull the light assembly out. There are two bulbs that can be replaced. Real easy to do.
