There are two levels of "programming" of a Saturn keyless remote:
1. If you are just replacing the battery, follow the instructions on the inside of the remote.
2. If you old remote has failed and you want to use a replacement remote, you have to take it to an authorized GM dealer; only THEIR computer can program the replacement remote to your vehicle.
3. Try looking for someone with a TECH2 scanner that's what the GM guys would use, not OBD2 like they have at auto parts stores.
4. Find an auto locksmith. I found a local one at autolocksmithfinder.us I had mine done for almost half the price the dealer wanted
