You need two keys plus the new one to program a new key.
You need to insert each programed key in the ignition and turn to position two, then insert the new key and do the same. I can't remember but I think the lights on the dashboard flash. Not that it matters though, just try starting the engine.
Please note that you can only program a finite amount of keys (I think 5) after that you will have to take the vehicle to a Ford dealership
