where is says; parking brake release on the left side, lower dash, pull it.
The parking brake light comes on when you engage the parking brake. Pull the parking brake release handle. ------------------------------------------------------------------------------- the brake light also comes on if the brake fluid level in the brake master cylinder is low ( in your engine compartment )
Release parking brake. Place transmission in Reverse. Apply brakes very firmly at about 5 mph. Repeat 10 times. That will automatically adjust the parking brake shoes.

I was looking at the 1996 Ford Crown Victoria Owner Guide and that's NORMAL The parking brake will release automatically when any forward gear is selected The parking brake will also not engage with the vehicle in any forward gear
Engaging your parking brake should turn off the daytime running lights
There is a small access hole on the back side of both rear wheels. Inside there is an adjuster wheel for the brake shoes. Works similar to any drum brake adjustment.
It is most likely the switch that is mounted above the parking brake foot pedal. It points straight down and a tab on the lever depresses it when the brake is released. If this switch is bad, it will not turn on the warning light when you engage the parking brake. They are very cheap and not too difficult to change.
