air bag has to be disconnected and taken out of the steering wheel and then the nut that holds the wheel on has to be taken off and a wheel puller is used to pull the wheel off it's splines.
I have a -96, and if they are the same, the horn is located in the front, at the right side, in the bumper. You may have to remove the AC to get to the horns, at least I had to on my -96. It's worth a look =) Good luck!

On my 2004 cts , under the steering wheel they are about 3-4 little holes, only one of them( use a light to see )a button silver in color, use a very small screw driver or ink pen push in and hold, turn key to off position it should come out.
