Bad temp. sensor? on most ford contour cars the cooling fan only runs when the motor reaches a certain temp. this model car also has a cooling fan relay switch,if the switch is bad the fan will not run.
The cooling fan relay for a 1999 Contour should be in the fuse box under the hood. It is close to the battery, and the lid should show the location of the relay.
They should be coded. On mine the relay is the green one under the hood.

It's a yellow color , 60 amp fuse for the engine cooling fan ( according to the Owner Guide )
