you are going to need a 10mm and an 11mm scoket and undo the center bolt on the connecter and then there are to side bolts and that you pull it out.
The ECM in a 1999 Mercury Sable is located on the inside of the vehicle on the passenger side. It is located under the kick plate.

The ECM is located under the dash behind the glove box. To remove the ECM. 1. Remove the glove box. There is a release under the box, push it up to release it. 2. The key should be off and preferably pull the battery cable before removing the ECM. Working thru the glove box opening: 3. Release the latches and remove the wire connectors. 4. The ECM is held in with bolts, remove them and the ECM will pull out. Reverse the procedure to reinstall the ECM.

Remove the glove box. Look under the dash. You should see the ECM inside a plastic enclosure, bolted to the firewall. Remove all bolts, unplug the ECM from the harness, and it will come right out. Install the new ECM in the reverse order to remove the old one.

It is located directly on the firewall behind the glove box. It is easier to remove with less chance of damaging the ecm holder if you remove the screws on the front of the glove box, the screw holding the glove box retaining cable, and the bottom screws holding up the bottom cover just below the glove box. This will be easy since all of the screws are 7mm screws. The screws that hold the pins onto the ecm are also 7mm. You will then remove the ecm from the bottom but by taking the glove box out you can actually see what you are doing.
