To drain the Power Steering system of all fluid would be difficult with all the components in the vehicle. If you want to flush the system with new fluid, slide a large shallow drain pan under the front of the vehicle because this can get messy. Disconnect the return line from the power steering pump reservoir. Plug the nipple on the reservoir with a plastic or rubber cap of some sort. Extend the return line hose with a little fabrication and direct the hose into the drain pan. Disable the engine from running by removing the fuel pump relay and the coil wire from the distributor and ground it. With the power steering reservoir cap removed, pour fresh P/S fluid into the reservoir while someone turns the engine over. Pour 2 qts of P/S fluid through the system giving the starter a rest between qts to cool down. Reassemble return line to pump reservoir and refill reservoir. Crank engine over again briefly to help remove some of the air in the lines. Check fluid level again, fill as necessary. Plug the fuel relay and coil wire back in and start engine. Move steering wheel back and forth a couple times, shut engine off, check fluid level one more time, done.

Remove the plug on the bottom of the power steering fluid pump. Drain the power steering fluid out. Replace the plug to the bottom of the power steering pump. Replace the power steering fluid.
You will need to remove the power steering pump belt in your 1997 Chevrolet Express. Remove the power steering pump hose. Remove the power steering pump retaining bolts. Reverse the process to install the new power steering pump.
