There are wing nits inside the trunk to remove the housing.
To change the check engine light bulb on a 1996 Crown Victoria you need to remove the molding from around the instrument panel. Next, remove the headlight knob and shafts. Locate the light bulb and turn counterclockwise to remove. Reverse directions to replace with a new bulb.

open trunk, remove the 4 wing nuts, remove the casing from the outside. Bulbs are in there.

The bulb socket twists out counter clockwise 1/4 a turn. Then remove the socket from the housing. Remove the bulb from the socket and replace with a new one. installations is reverse.
