If you mean - "where is it", follow the dip stick down to the bottom of the engine and detremine which pan it goes to (this will be the oil pan). Find the plug on that pan. If you mean - "how do I remove a plug that is stuck and won't come out with a socket or closed end wrench", I would offer two options: (1) vice grips, if the problem is that the hex bolt has rounded corners. (2) drill through the center of the bolt with increasingly larger diameter drill bits until you approach the threads. Then use pliers/vice grips to turn the bolt if possible, or, simply crush the remaining bolt material and work it out of the pan. In either case, replace the bolt and don't overtighten. In an extreme case, it may be necessary to remove the oil pan to work on the oil plug.
