The radiator Petcock is located on the Driverside of the radiator at the bottom, if you remove the splash guard you should be able to see it.

No check , Just drain and add 2.83 qt. ATF in the speedo hole !
The drain valve is on the (facing) engine side, lower left corner (drivers side) of the radiator. There is a tap and a tube you can put a small hose on to drain the coolant into a container.
The tranny ( or transaxle / transmission ) on a 1993 Mercury Tracer is in the engine compartment bolted to the engine on the drivers side of the engine
To drain the radiator of a 1993 Chrysler New Yorker, you have to open the petcock on the radiator completely and drain the coolant into a container.
The fuel pump on a 1993 Mercury is inside the fuel tank.

There's a drain plug on the bottom passenger side of the radiator. Unscrew it and the coolant will drain.

If you mean the radiator drain plug.. its at the bottom of the radiator on the left hand side...
If there is no petcock on the bottom of the radiator then you must remove the lower radiator hose to drain it.
