Easily pry up the plastic cover at end of wiper blade, there is a 13mm nut under it that has to be removed then pry straight up on the arm, it may need some lubrication, depending on how bad it is stuck, do not put to much force on it.

To remove the wiper arms on a 1995 Chevrolet Suburban, first lift the wiper arms away from the windshield to a vertical position.
