STEPS TO REPLACE THE STARTER ON A 1999 TAHOE: 1. Drive the vehicle up on ramps and set the parking brake. Throw a couple blocks behind the rear wheels. 2. Disconnect the battery. 3. Crawl or use a creeper to go under the vehicle to locate the starter. Go under the vehicle from the front passenger side and go straight back until you see the starter. 4. Once you've located the starter use a 3/8" or 1/2' driver with an extension to loosen the two bolts. I believe I used a 13MM socket. Before you take the bolts all the way out, locate the wiring assembly and disconnect the two leads. 5. Continue to take the two bolts out and the starter should come right out. 6. Take the heat shield off the old starter and place it on the new part. I snapps right off. 7. Insert the new starter and thread the bolts. 8. Connect the two leads and tighten. 9. Continue to tighten the two bolts and torque appropriately. 10. Connect the battery and you are good to go.

It is behind the starter. You will need to remove starter to get to it. I WOULD CHECK TO SEE IF IT IS NOT IN FRONT OF THE OIL PAN 1ST, BOTTOM OF TIMING CHAIN COVER.. Remove the positive battery cable from your 1999 Chevy Astro battery. Disconnect the cables from the front of the starter. Remove the starter retaining bolts. Reverse the process to install the new starter.
