In a 1999 GMC Suburban, the starter is located on the driver's side of the engine, mounted to the transmission bell housing. It is positioned near the bottom of the engine, making it somewhat accessible from underneath the vehicle. To replace or inspect the starter, it's often necessary to lift the vehicle for better access.
