Is it real cold were your at????? If so then replace the starter, The reason being is that the starter drive- ( bendix ) is kicking out as soon as it touches the fly-wheel and it just makes a werd noise. REPLACE STARTER.

well i dont know exactly where the starter is but you should be able to see it under the car around where the tranny bellhousing meets the engine at the fly wheel(auto) or flex plate(manual) either on the left or right side. if the car is not turning over at all then you can put a jumper from the battery to the starter solenoid and that should kick the starter on if it doesnt then you starter/solenoid is bad. but if you car turns over but doesnt start then your starter is fine.
usually you can tell when your car doesnt turn or or doesnt turn over its because of your starter sometimes its not the starter it could be a low battery or corroded wires leading to the starter check that first;
starters turn but doesnt crank? If the starters are turning and engaging they will at leat be turning the flywheel, unless there is tooth damage. try to rock the vehicle in gear to test. look at bottom pulley (where the belts are) to see if crank is turning, both when starter is turned and when rocked in gear, this will at least tell you that the flywheel is attached to the crankshaft, and if it turns off the starter motor it also shows the starter motor is working correctly. If this is turning via the starter motor the next thing i would check it the timing/cam belt. behind the plastic cover behind all the belts, especially if the engine is turning fast, wirring and not making the usual chug chug chug starter noise!
No noise when you try to start the vehicle usually indicates a dead battery, or a loose or disconnected cable/wire at the starter, solenoid (starter relay switch), or ignition switch.

My guess is it's either the battery or the charger. If everything else works that electronic in your car, its the starter.
Hello, About your 20040 Chevy not turning over. First, when you say not turning over, do you mean the starter does not crank the engine? If this is true , then check to see if the battery is dead. if yes ,recharge and find out which device was left on, and correct. Next, if the engine turns but doesnt start, check the fuel pump relay. This is a circut breaker type device that should be found in the fuse panel. If you cannot find the breaker, turn the key to the RUN position with the window down and listen to hear the pump come on before you start the car. Hope this helps.
