disconnect battery and wait at least 15 minutes for capasitors in airbag module to lose charge VERY IMPORTANT. remove airbag bolts are either from behind or under both cruise switchs witch are secured from behind and fit very tightly in wheel. then remove 2 squib connectors from airbag and connector in clockspring for horn and cruise. remove bolt or nut from shaft and counter weight then use a puller tool with the proper bolts for threaded holes in wheel. do not let the clockspring turn and install new wheel thightening nut or bolt will repress wheel to shaft. don't forget the counter weight goes on under the nut. reconnect all your wiring bolt in airbag and switches. now you want to turn ignition on and then connect the battery. if there is a deployment of bag you wont get hurt that way.
A person removes the airbag, and then the steering wheel with a steering wheel puller. Then pull out the sensor and clock spring, replace both, and replace the steering wheel and the airbag.Ê
On the steering wheel by the airbag
Have a mechanic do it. Air bags are nasty!

To replace the switches on a 2001 Ford Explorer Sport Trac steering wheel, start by disconnecting the battery to ensure safety. Remove the airbag by unscrewing the retaining screws from the back of the steering wheel, then carefully detach the airbag connector. After removing the airbag, unscrew the steering wheel using a steering wheel puller, which will allow access to the switch assembly. Finally, disconnect the old switches, replace them with new ones, and reassemble everything in reverse order.
To replace the steering column on a 1998 Dodge Dakota, first disconnect the battery and then remove the airbag by carefully prying off the cover and unscrewing the airbag connectors. Next, detach the steering wheel by removing the retaining nut and using a steering wheel puller if needed. Remove the column covers, unplug any wiring harnesses, and unbolt the column from the dashboard and the firewall. Finally, install the new column by reversing the disassembly steps, ensuring all components are securely attached.

Steering wheel, passenger side of the dash, optional in front seats/
You have to replace it, it is under the steering wheel in the column, the ribbon inside that carries the electricity to the airbag breaks.
