1) Remove bottom steering column cowl screws (2 of them)
2) GENTLY pull bottom of cowl off. It has clips that pull out.
3) Lift up GENTLY on top of cowl to remove tabs on cowl. THESE BREAK EASILY!
3) Remove screw on side edge trim, under steering cowl. Do not completely remove trim.
4) Gently pull back trim.
5) Put one side of handle attachment slot on the holder attached to dash.
6) gently manipulate brake handle to clip on to other side of holder.
7) test.
9) Reverse operation.
This is very easy once you know how, but plastic pieces break very easily. So take your time and be GENTLE
To replace a broken plastic parking brake release handle on a Chrysler Pacifica, first, ensure the vehicle is in park and the parking brake is engaged. Remove the trim panel around the handle by gently prying it off, and then locate the release handle mechanism. Detach the broken handle from the cable and attach the new handle, ensuring it’s securely fastened. Finally, reattach the trim panel, making sure everything is aligned properly.
Start by looking over the mechanism for the Pacifica parking brake. Make sure that the parts operate freely and the ratchet is working. If the unit is not simply stuck, then it will have to be replaced as a whole assembly.
I would check for a broken motor mount.
To replace the broken plastic emergency brake release handle on a 2007 Chrysler Pacifica, first, remove the center console cover by unscrewing any screws and gently prying it off. Once exposed, locate the broken handle and disconnect it from the cable by either unscrewing it or unclipping it, depending on the design. Install the new handle by connecting it to the cable and securing it in place, then reassemble the center console by snapping it back on and replacing any screws. Finally, test the new handle to ensure it operates correctly.

If the passenger side works but the driver side doesn't, the linkage under the arm is broken.
I have had the same problem. I simply removed the broken plastic handle which left the cable with a metal hook end exposed which you can pull directly toward the rear of the car. It is a little uncomfortable and works better with gloves. I am looking for a replacement online, but haven't found one yet
