Drop the oil pan, then it's just a couple bolts to remove the old oil pump. Just a word of caution though, if the engine has low oil pressure it's almost certainly not the fault of the oil pump; usually it's worn main and/or rod bearings.

Drain the oil from your 1999 Chevy Malibu oil pan. Remove the oil pan retaining bolts. Remove the oil pump retaining bolts. Reverse the process to install your new oil pump.
Remove the oil pan. The oil pump will be visible. Remove the oil pump pickup to. Remove the oil pump retaining bolts. Reverse the process to install the new oil pump.
The oil pump is located inside the oil pan. You have to drop the oil pan to replace the oil pump.
Remove oil pan
The oil pump is located in the oil pan. Disconnect the battery. Remove the starter. Unbolt the sub frame and remove. The pan can now be dropped giving access to the oil pump.
Remove the oil pan and you will see the oil pump. Simply replace it.
The oil pan must be removed. No special tools required, just normal mechanics tools.
