The shift cable on an 01 Chevy Cavalier is replaced by removing the retaining screws, removing the cable from the shifter, and pulling it from the vehicle. A new cable can then be locked into place and bolted down.
I don't know of a "manual override" but there is an adjustment where the shifter cable is mounted to the transmission and connected to the transmission shift lever. Disconnect it, and pull the end up so you can see it. Adjust the cable if necessary, but be sure that you first push the brake pedal to take the car out off park.

It is most likely the shift cable bushings. The dealership only sells the cable assembly which is a little over $200. You can by stiffer, more durable urathane bushings for around $20 from JcWhitney. They are really easy to install.
