im not sure if you mean the bulbs themselves or the whole light assembly so here is answers for both:
for the bulbs ONLY: the easiest way to do it in my opinion as a mechanic is to remove the headlight assembly. to do this is a chore all on its own. there are two screws that hold each light in plus three that hold the top portion of the bumper on. all of them must be removed if its an 03+. for 00-02 only the screws on the light need to be removed and these lights generally slide right in and out once the screws are removed. on 03+ you have to pry the bumper some (not so much it breaks!) to get the light out. they WILL go back in but it takes some patience especially if you have never done it before. after the headlight is out you can look straight down and see the back of the fog light with two wires going into a plug. you grab the plug and twist it to the left. Dodge has a nasty habit of gluing these down so it may be hard to turn but it will break free with out damage to the car. simply slide off the old bulb and slide the new one one and reverse the process. there is another way to do this if you don't want to remove the headlights but the actual bulb is harder to get to. See remove whole light.
to remove the whole light: under the front bumper there are alot of small screws that hold a black plastic piece to the bumper and to the radiator bracket. remove theses and look up towards the fog lights there will be 2 nuts that hold them onto studs. remove the nuts and push the light in towards the car so it slides off the studs. i recomend that you remove the bulbs first to avoid damage to the wires (see above) but you can remove them before taking the light out as well or just disconect the wire. under no cercumstance should it hang by the wires. if you do this under the car without removing the headlights be prepared to get your hand cut up and twist your arm in all kinds of ways it should'nt be.
