Bulbs are covered by the factory for Chrysler for 12 months or 12000 miles. If this 2004 does not qualify then to change the front bulb, remove the 2 screws that hold the lens in and pull the headlight housing out enough to reach behind and twist the bulb out. For the rear, open the trunk, remove all the plastic wing nuts, pull the lens out away from the body.
If the bulbs and fuse are good, replace the turn signal Flasher Relay.
OPen the trunk or hood, pull out the panel and replace the bulb... If that doesnt work, check your fuses

I have a turn signal light that keeps flashing regardless of the control arm position. I think that the problem is in the turn signal control relay but I don't know where it is located. I did find the 3 prong relay located behind the center console but this is not the problem because I replaced it and have the same problem.
On a 2004 Chrysler Sebring, the turn signal relay is typically located in the fuse box, which is found under the dashboard on the driver's side. To access it, you may need to remove a cover to reveal the relays and fuses. The turn signal relay is usually labeled, so check the diagram on the fuse box cover for its exact location. If you're having trouble, consulting the owner's manual can also provide specific details.
Pull the end of the turn signal lever out about 1/8th inch. This only works with the lights on. Fog lamps will not work with headlights off.
