The compressor is either bad or your air bags are bad... Get springs from a rear 2wd Expedidion and swap them on your Navigator, is real chep and easy. and it feels just like the air bags. I did it to mine last week...
You're not meant to "reset the air bags" replacement is the best option, if you really don't like the light that shows up saying your air bags are not functional or missing, find the fuse or wire that connects the air bag sensors to your dash.
