There is a fuse out under the hood that you can take out. I know it is a 15amp fuse. Look at you owners manual to find it. I did mine this way over a year ago,and no problems with it

Turn headlight switch to the left to turn off daytime runnig lights. Turn switch back to left to turn back on.

If the Explorer is running engaging the parking brake is supposed to turn the daytime running lights off , otherwise the daytime running lights are supposed to shut off when the engine is shut off . I have a 2004, Eddie Bauer Explorer. On the light switch itself, there is a selection to turn on or off the day lights, as well as the extended, courtesy lights after ignition is turned off.
The lights will go out after a few mins after you shut off the car...but if you want to turn off the Daytime running lights or the automatic headlight control, you have to pull either the relay or fuse for the DRL
check the headlight/multifunction switch
Your fuel shut off selinoil on the pump is not opening take the pin out..
