There is a small hole in the bottom that is designed to leak when the water pump bearing is goin out
The seals in the pump are leaking and the pump needs to be replaced.
Shold be a weep hole underneath stem of water pump. If it's leaking water it needs to be replaced. You will be able to tell.

if you are talking about the weep hole in the water pump. that hole will let water out when the seals in the water go bad. that will tell you to get the water pump replaced.
It is rare for a water pump to stop pumping, even if they are leaking, they are still pumping as long as the belt is there and tight. I would change the thermostst first. There are a few water pumps out there that have a plastic impeller and I have seen them break apart but that is rare.
If the pump is leaking or making any noise it needs replacing. It is common practice to replace the water pump when the cam belt is replaced every 90,000 miles. Reason being is that the water pump is driven by the cam belt and the pump will normally not last 180,000 miles until the next belt replacement. This saves you labor costs.
you can only tell by mileage. The timing belt needs to be replaced every 60k miles. Failure to do so can be a disaster to the engine. While your mechanic does this have him replace the water pump and temperature senser as well as these fail frequently and are easy to do when your "in there". All fan belts should be replaced too of course, since your in there.
Check engine. Is radiator really full? Does the rad. fan come on? Is the fan belt on water pump tight? If these things are ok, you probably need a new thermostat.

Pumps can be easily installed in outdoor water fountains. Fountains use a Powerhead pump which is available at Home Depot as well as many aquarium stores. On the pump packaging it will tell you how high the water pressure is on the pump or how high it will pump water. The pump you use needs to pump water be at least as tall as your fountain, or more is recommended. Also, professionals are available in your area to install and maintain outdoor fountains.
