Unless you have a factory service manual that has the pin tests in it you cant. Just go get a new one usually less than ten bucks and it would also definitely eliminate the relay. Good luck. Brad.
No, the fuel pump relay engages and sends voltage to the fuel pump. The fuel pump requires 12 V DC to operate properly. A fuel pressure test will verify the condition of the fuel pump.

Where is the fuel pump fuse and relay on 1994 BMW 525i and how can I test to see why my fuel pump won't work
I believe that you can switch the Horn Relay with the Fuel Pump Relay and if the horn no longer works and the Fuel Pump does then that relay went bad... try that, its a sure fire way to know whats wrong... If it checks out good it might be a Defective Fuel Pump.
Yes, the fuel pump relay turns on and off sending power to the fuel pump as needed. The best to test that relay is to just replace it with a new one. Also make sure and check the fuel pump fuse and replace the fuel filter as it might be clogged.
If the fuse & fuel pump relay are good then more than likely the pump is bad.
To test the fuel pump relay in a Mercedes 190E, first locate the relay in the fuse box. Use a multimeter to check for continuity by connecting the probes to the relay terminals; it should show continuity when energized. Alternatively, you can swap the relay with a similar one in the box to see if the fuel pump operates. If there's still no fuel delivery, the issue may lie elsewhere in the fuel system.
pull the fuel pump relay and put it in another location that uses the same relay...like the A/C relay.
A 2005 PT Cruiser does have a fuel pump relay. They have a fuel pump relay rather than a fuel pump switch. The fuel pump relay is located in the fuse box.
Turn key on-jumper relay receptacle pin 1 and 3 this will cause the fuel pump to come on-
casey,figure it out!!
