First find blower moter unplug wireing harness vse voltmeter to test supply end of wireing harnes for voltage if there is voltage replace motor (make sure your fan is turned on when doing this) if no power go to your local library and find the wireing diagram for the HVAC start at blower moter and follow it back to power source this will tell you what componets E.G. relays and other switches. are in line test each one tell you find the culprit. On my 96 the blower motor is under the dashbehind the glove box
It will be either defective fan switch, motor itself, blower motor resistor pack, blown fuse, or defective wiring. If the blower runs on high but no other speed, suspect the resistor pack.
check fuses first. if okay, use a test light to determine if power is getting to blower. if so, replace blower.if not, obtain wiring schematics to trace problem.

The blower motor on a 1996 Buick Roadmaster is located under the dashboard on the passenger side. To access it, you may need to remove the lower dash panel. Find the blower and locate the electrical connector on it. Using a common volt meter, check the wires for voltage and play with the switches inside the vehicle.....Good voltage usually means a bad blower. No voltage means you need to find another problem. You did check the fuzes first, didn't you? :)
