Actually, this is one of the easier repairs we can make on most Fords.
The Windstar starters are pretty accessible being on the bottom-front of the engine - right about the center.
A typical collection of socket wrenches and extensions should be all you really need. I think the bolts are 13mm and 10mm.
On the "Curse-the-design-engineer" scale, this one is pretty low - scores about 2 or 3 on a 10 scale.
