It is important to maintain the fluid levels of the vehicle. A 1995 Cadillac Deville will take any general power steering fluid.
To replace the power steering pump on a 1989 Cadillac Brougham, first, disconnect the negative battery cable and drain the power steering fluid. Remove the drive belt and the mounting bolts of the old pump, then carefully detach the pump from the steering gear. Install the new pump by reversing the removal process, ensuring all connections are secure. Finally, refill the power steering fluid and check for leaks before reconnecting the battery.

Remove the plug on the bottom of the power steering fluid pump. Drain the power steering fluid out. Replace the plug to the bottom of the power steering pump. Replace the power steering fluid.

It's probably a problem with the rack and pinion steering.
The squealing could be that you need to add power steering fluid. Also you should check the belt that operates the power steering pump, if bad replace it. If the power steering pump is full and the belt is ok, then you may need to replace the power steering pump.
