the horn sounds(like in panic mode) when the gear selector is in other than park and the 1) brake is off 2) seatbelt is unbuckled 3) the door is open. This is to let the driver know that the vehicle is in another gear than park when exiting the vehicle.

It is a Mandated Safety Item. It can not be disabled.
