All GEO Storm starters are interchangeable. It does not matter the year, engine or transmission. You can also get them from any Isuzu Impulse, Stylus, and 89 I-Mark RS. Some of the starters look different, or have different shapes. But all bolt up the same and will work. I have found a few have a different connector for the solinoid. This is delt with by splicing the wire with the correct type of connector from the donor car.
Try wiggling the starter solenoid wire. My 91 after so many random starts did/does this and cleaning/tightning the terminal clip works every time.
Gm vehicles do not use ineria/reset switches.

It's located right behind the tank for the headlight fluid.
Make sure the starter is getting voltage. If it is, perhaps the starter is bad. If it isn't, maybe your ignition switch is shot.
It should be in the main fuse block under the hood on the 91 Geo storm its located on the drivers side under the hood above the wheel well. Its the number 3 fuse.
Cant on a 91-96 the starter and solenoid are one piece. I assume its that way on all of them. Starter cost around 100 bucks at autozone with a lifetime warrenty
It's probobly out of time. Try retiming it.

where is the fuel filter located on a 91 geo prism?
if I am not mistaken, it is the resignator. It's called the down pipe.
A clog in the radiator will do this.
