I have asked the same question to a Toyota Dealer, both in Atlanta (the place I bought my SUV in 2007) and a year ago in Mexico (where I'm living now.)
In atlanta the answer was "there is not a real problem since this issue (the clunking noise in the ISS) does not pose any risk, it is just a "cosmetic" issue"... as you can infer, I was not completely convinced by that answer at all.
However, in Guadalajara, the Dealer told me another different history: "Since this noise is produced exactly by the joint of the ISS there is an evident risk of breaking that point; however, we have not have any report of an accident so far".
The solution I got was to press tight the bolts in the ISS, cover it with a rubber boot (trying to keep waterproofed and filled with heavy grease, also I have it checked and re-greased every time I have a service in my SUV.) I have done that since two years ago and the noise have faded away and there is not feel of any weird movement in the steering wheel.
I know this is neither the right nor the final solution for this problem, but it is what it takes when a car company doesn't accept their responsibility for their lack of quality controls in their designing or production systems.
Well, if your steering wheel was crooked it can cause the car to lock up, jiggle the steering wheel WHILE turning the key in the ignition.
The steering wheel in your 1996 may be hard to turn because you are low on power steering fluid. You can add some on your own and your steering wheel will not be hard to turn.
Try jiggling the steering wheel while turning the key. Sometimes if the steering wheel is in a bit of a bind, the key won't turn.
power steering issue. check lines for leaks, system could be starving
There are multiple reasons. One of them is a bad power steering pump. Then, steering system. But it's better to start from joins.
The turning circle of the 1994 Toyota Corolla is approximately 10.4 meters (34.1 feet), with a steering ratio of around 15.5:1. However, these specifications can vary between different models and years of the Corolla, as well as with changes in design and steering systems. Subsequent models may have different turning circles and steering ratios depending on improvements in engineering and design. Therefore, it's essential to check the specific details for each model year.
The most common cause for a squeaking noise when turning the steering wheel on any vehicle, including a 2001 Toyota Avalon, is the belt that runs the power steering pump. If the belt is fairly new, a small drop of any dish soap on the belt while the car is running will clear up the noise. If the belt is worn, it needs to be replaced.

Have you tried wiggling the steering column while turning the key? If that helps, you probably need to remove a portion of the plastic cover from your steering column to enable you to lube the column lock. That's the thing that keeps the steering from turning if the key is not turned on. If the column lock jams, it can prevent the key from turning.
It probably means your power steering belt is loose or needs to be replaced. When you turn, the pump is under load and the belt is slipping on the pulley making a squeal.
