I'm pretty sure all u have to do is turn the wheele in the direction it is looked in and then turn the key. With most cars the wheele is putting too much presure on the lock to allow it to spring free.
many reasons, steering pump, cv joints may be going out, or you could be grinding some plastic that goes around the wheel
There are two fuse boxes in this year of eclipse as well as many other cars as well, one is under the hood to the right which hold the main crucial fuses the other is under your steering wheel on the left wall beside your pedals the fuse for your turn signals are in there. -Cody
If it pops when turning it is most likely the CV joints.
locate it by turning on your emergency flashers and listening for the click. once you find the unit that is clicking, you have found the flasher unit
