I believe it's through the muffler
It is a carburetor where the engine coolant is routed through the choke system of the carburetor. When the coolant is cold the choke will close. As the engine coolant heats up it opens the choke.

the jets are inside the carburetor. They look like brass pipes, they can be unscrewed. The jets have to be clean (the hole has to run all the way through the jet) in order for the engine to run.
