Down in the steering column under the wheel. Wheel removal, bag module removal, and making the air bag system safe are required. When installing the clocksping, do not allow it to turn much. Doing so may damage the part. This is a fairly technical procedure and is not recommended for the novice.

Disconnect the air lines supplying that air bag and couple them together with a compression fitting or push-in fitting. Air the trailer back up. Undo the bolts at the top and bottom of the air bag. Remove the air connections from the old air bag and install them on the new one (use some thread seal on the threads). Installation is the opposite of removal.
Could be coil spring or air bag spring system. You have to look.
