The Grand Marquis uses the same HVAC system as the Ford Taurus and Mercury
Sable and all three automobiles suffer from the same blend door failures. The actuator is located on the front side of the plenum box and you can see it if you fully open the glove box and look to the left over the transmission tunnel. The recommended dealer fix is to remove the dash and plenum box and replace the plastic door. There is a kit on Ebay from HeaterTreater that offers a cheap easier fix for this problem.
There are 2 common questions relating to the temperature blend door on a Taurus / Sable:What moves themHow to replace themThe "Related Questions" below address both
In a 2002 Mercury Sable, the blend door controls the temperature of the air entering the cabin by regulating the mix of hot and cold air. It is typically operated by an electronic actuator or a cable connected to the climate control system. When the driver adjusts the temperature setting, the actuator moves the blend door to allow varying amounts of heated air from the engine and cooler air from the AC, thus achieving the desired cabin temperature. If the blend door malfunctions, it can lead to inconsistent or incorrect temperature control inside the vehicle.
This sounds like a temperature blend door problem - with the door stuck in the heat position. See "Related Questions" below for information on Taurus/Sable blend door actuator motors and blend doors

In a 1998 Mercury Mountaineer, the blend door is located within the HVAC system, typically behind the dashboard. To access it, you often need to remove the dashboard and some interior panels to reach the climate control assembly. The blend door regulates the mixture of hot and cold air, allowing for temperature adjustments in the cabin. If you're experiencing issues with heating or cooling, it may be worth checking the blend door actuator as well.
In a 2000 Mercury Grand Marquis, the blend door is located within the HVAC (heating, ventilation, and air conditioning) system, specifically behind the dashboard on the passenger side. Accessing it typically requires removing the dashboard and possibly the HVAC housing. The blend door controls the mixing of hot and cold air to achieve the desired cabin temperature. If you're experiencing issues with temperature control, it may indicate a problem with the blend door actuator or the door itself.
