Remove the plastic cover underneath the radiator(passenger side) to access the radiator drain and you will need a large screwdriver.

The radiator petcock on a 2001 Dodge Ram 1500 is located at the bottom of the radiator, typically on the driver's side. It is a small valve or drain plug that allows for the draining of coolant from the radiator. To access it, you may need to reach underneath the vehicle. Always ensure the engine is cool before attempting to open the petcock to avoid burns.
No, the freeze plugs are on the engine.
