yes the oxygen sensor will cause the computer to detect a real rich fuel mixture and try to compensate for this input at the computer .
there are a number of things that could cause this. water in the gas, bad oxygen sensor, blown or bad head gasket, cloged air filter. you would just have to take it to a mechanic for them to check out to actually know what is wrong

could be numerous things, like a faulty oxygen sensor/a.k.a O2 sensor, a faulty mass air flow sensor. it all depends on what year make and model of vehicle we are talking about
