The dealer should replace it at no cost. GM had a recent recall on these Power Steering units, including the 07 cobalt. GM stated that the dealers were supposed to do this at no charge. A number of people started complaining that the power steering would lock up while driving, and that they had to shut the car off and turn it back on to unlock it. Because of this, GM did a recall around March of 2010. I am surprised your dealer didn't notify you....
