The most likely cause is the neutral safety switch is either unhooked or out of adjustment
Did you let the distributor hit the firewall and mess it up? It doesn't take much if you don't support the motor for it to hit.
I was told it could be bad fuel pump.
11 1/2 quarts to start. It depends if you have a stock pan or a deep pan. Deep pans take 1-2 qts more
1999 was the first year it was used in the Silverado.
