I had the same problem with my 1967 impala. It was the ignition. There where melted wires. so it would not shut off. That would be the cheapest and first place I would look at. it would start but not shut off.
You can get the spare tire off a 94 Chevy Silverado truck by reached under the rear bumper and turning the release knob. It will slowly lower the tire down until it can safely be removed from the mount.
Do it would be the general way forward. To prevent this happeneing again. Make sure that you are turning the computer off from the windows start icon in the lower left corner. Do NOT turn off the power to the computer from the mains. Refrain from turning off the computer from the power button

depress the emergency brake. That will shut off the DRLs.

In 2009, it was possible to turn off a Honda airbag.
I would go to a local mechanic or a Chevrolet dealership to take the truck bed off a 2001 Silverado. It is very dangerous to do this process on your own.
From your description I would say you could rule out the battery but not the alternator (the part that charges the battery) but it's most likely the starter
