I feel these are unrelated but you can investigate a leak in the hoses leading to the heater core as they maybe leaking onto the exhaust pipe, that would produce white smoke, but not from within the tailpipe exhaust. Water and oil leaks will produce white smoke the smell will help you determine which it is.
you can not adjust emissions there may be a fault if your exhaust is leaking or your oxygen sensor (lambda sensor) is faulty maybe a injector leaking fuel into the cylinder may even be a coil pack or as simple as spark plugs i wouldn't know with out knowing which emissions it is high on i could give you a almost definite answer and explain why i think that if you reply with which emissions it is failing and the numbers
because maybe your valves are bent and your stem seals are leaking which means oil is going into the head thus making smoke in the exhaust. or your valve clearances are out.
check fuel pressure regulater maybe leaking past diaphram into vaccum line to intake manifold
burning oil possible worn piston rings scored cyl. walls or leaking valve seals or maybe even too thin of oil installed or overfilled crankcase
