Did you install a new stereo? I had that problem with my 1995 xr-7 when I crossed some wires. It also caused my car to not shift out of park.
You need to find the cause of the short.

A fuse that keeps blowing is an indication of a malfunctioning ignition. The ignition may be the culprit or the wiring leading to the ignition may be the problem.
