If it only weak in raining days then is your windshield...
if it is not raining and you are getting this, it is condensation from a/c check at area where emergency brake goes thru firewall ,you may need to get some silicone sealant around that area

The clutch master cylindar is most likely leaking. It's literally a hydraulic piston attached to the clutch pedal. It is also possible that brake fluid is leaking from the brake master cylendar and running down the line to the clutch pedal, ending up inside.
if its on a car or truck (brake caliper) it is how the emergency brake works, usually on the rear, it has a cable that turns the cylinder inside the caliper

Either the BRAKE FLUID LEVEL in the brake master cylinder in the engine compartment is TOO LOW or the emergency ( parking ) brake is on
The bulb is probley bad are not grounded, Remove cover and check the bulb and the bulb socket. Cover may be leaking water inside. Reseal if needed.

brake fluid leaking from a brake drum indicates the brake slave cylander on that wheel is leaking and needs to be replaced you will not see the actual leak with out removing the brake drum
