I have a 1990 Grand Marquis with the same issue. The Ford dealer said that it is the electric fuel pump. I am older and more familiar with the older mechanical type. Asked why they went to these - more expensive. He said that the electric fuel pumps were needed to provide enough pressure to the fuel injectors. Hope this helps. BTW: If yours fails, the repair will cost in the neighborhood of $350.00 as the ump is in the gas tank.
