Defective or mis-adjusted brake light switch
I believe that is a defective daytime running lamp (DRL) module
Check your owner manual for fuse location and description. Probably just a bad fuse.

usually it is a fault with the brake light switch located on the brake pedal arm. there is a plastic button that sometimes disintegrates and no longer allows contact with the switch. Check that first. You can find a replacement by using a body fastener.
On the drivers side of the firewall.
The brake fluid reservoir in your Ford Explorer is in the engine compartment , near the firewall . It is on the drivers side of the engine compartment .
if the tail lights work but not brake lights then its most likely just a blown fuse or it could be the switch at the top of your brake pedal arm.

Yes , on the back wheels ( disc brakes on the front )
There is no brake light relay. There is however a brake light switch located above the brake pedal.
