its not the switch its the wires that run directly above the passengers feet up by the fan motor. there is a clip that has a connection inside that goes bad after a few years, wiggle those wires when your fan wont run on the lower setting s and see if it turns on, if it does and i bet it does then break open that wiring harness and solder that connection or wire it solid and you will have no more problems.
