There is not an individual or separate fuse for the odometer
Speedometer cables can dry out over time. Remove the cable from the back of the speedometer, and lube the cable with graphite. This should fix the issue.
Sounds like a bad cable
The odometer is held in with 3 screws to the instrument panel, and an electrical connector plugs into the circut board on the instrument panel, unplugs easily. Then the motor that drives the odometer can be unscrewed and taken off. We're going to get another one from another Buick at a junkyard and screw & plug it in, and hopefully it will start working. I took the instrument panel out of our 92 Buick Regal, (took off the bolts (really screws with bolt heads) for the top dash pad and pulled it out, very easy). Then the instrument panel can be unscrewed (4 screws/bolt heads) and easily pulled out, leave the transmission PNDD2L indicator attached, or 2 screws on the bottom of the instrument panel and it comes out, and took the face plates off the instrument panel to get at the odometer.

its an LED display and a part of the instrument/speedometer cluster. You can remove it, ship it, and have it repaired for $100-$200 Speedometer repair on ebay, in CT...very reliable service Addition: You cannot remove the odometer from the circuitboard. The contacts between the speedometer head and the wiring connector need to be cleaned. If that does not work get a used speedometer. It fixed mine.
Unhook both sides of battery and wait 1 minute, this will reset reset the computer to default.
