9 times out of 10 it's the pressure control solenoid in the transmission causing the problem, over time these solenoids get clogged and cannot perform their function properly, shifts take longer and the computer reads this as low pressure, then send a signal to the pressure module to apply full pressure to prevent the clutches from burning out. It's a real PITA to change out, part is under $100.00 and trans shops want around 6 to $700.00 (sometimes more) to do job because almost all the front left hand side suspension and steering must be either dropped or removed along with the motor mounts to access the trans axle cover plate. Computer will store error code P1811 if this is your problem, had several like this and only fix was to replace the solenoid, funny thing is one of them didn't have the code recorded in the PCM go figure.

this is usally caused by your speed censor is gone it should be located on top of transmission drivers side of car it is the one with 2 wires plugged into it.
Most likely causes are low transmission fluid level, dirty transmission fluid, or clogged transmission fluid filter.

4t65e automatic. with every fluid change use 2 bottle of lucas trans fix it will make it shift better and last longer. good stuff
The same thing happened to my dads 96 Chevy S-10. The transmission was rusted not allowing it to shift. I would have the transmission checked out.
electronic solenoid
It is bolted into the valve body in the transmission. You will have to remove the transmission pan that is bolted to the bottom of the transmission to service the shift solenoids.
If the transmission on a 1999 Chevy 4x4 will not shift into high gear, there could be a problem with the shift solenoid. There could also be a problem with a broken belt inside the transmission.
Check your transmission.
The shift solenoid is located inside the transmission just below the shift linkage. Hope this helps I have had to change mine 2 times now.
The cable between the shift lever and the transmission may be bad.
