The howling is most likely one of the wheel bearings.
Front wheel bearing(s).
Need to check left and right front wheel bearings.
A howling noise in the front end of a 1999 Grand Am could be caused by several issues, including worn wheel bearings, which can create a grinding or howling sound as they fail. Additionally, a failing or improperly aligned tire could contribute to the noise, especially if it’s unevenly worn. Lastly, issues with the power steering system or problems with the brakes could also lead to unusual sounds when turning or braking. It's advisable to have a mechanic inspect the vehicle to diagnose the exact cause.

I had the same thing, the pinion gear was bad.
Well im not sure where your talking on the front end but its possible the belt is squeaky and that could be because of it isn't tight enough. your brakes could be squeaky because theyre worn. but ya there are many things that could squeak in the front end

Check the entire front end. The tie rod ends or ball joints could be wearing. The tires could be worn or out of balance. And the front end could be out of alignment.
Front engine seal?
at the end of the top radiator hose
Assuming that there are no worn parts in your vehicles front end, the cause could be excessive toe-in. Have the front end alignment checked.
