DOE stands for United States Department of Energy. I have no idea what CORE stands for but it means you have successfully completed a test of your knowledge of radiation hazards and how to manage your safety in a radiatioactive environment. If you search for "DOE Core training", you will find several companies who provide the training and the test. One of the Companies handles everything via the internet.
